The white flakes are pieces of deteriorated flue liner. When more accumulates, the chimney will be blocked and combustion gasses will enter the basement. There is an adjacent/connected bedroom which will be subject to the gasses first. Extremely hazardous to sleep there. This is an oil to gas conversion without any regard to cleaning or inspection of the chimney, which is required by state codes when installed with a permit.
