This is common in condo and townhouse units where the panel cover was off when the painter sprayed over everything. If someone was standing still, they would have been painted too. The panel "guts" or entire service panel needs to be replaced. Cleaning is specifically not allowed by electrical standards and manufacturer's specifications.
