These are two of the three plumbing vents (vertical PVC pipe and galvanized pipe at lower right) which vent sewer gasses into the attic after the bathrooms were remodeled. What "plumber" did this and what municipal plumbing inspector inspected it? Likely the "plumber" wasn't a real plumber and the porject did not have the benefit of municipal permits, inspections and approvals.
